In accordance with the City Charter, the City Council has acted on Master Plan amendments by approving a series of amendments in 2017.  Certain other amendments were returned to the City Planning Commission (CPC) for further reconsideration. The CPC held a public hearing and submitted to the City Council the reports below with additional analysis and reconsidered recommendations.

On Thursday, January 25th, at its regular Council meeting, the City Council will allow public comment on an ordinance that will amend the Master Plan.

Final adoption of the ordinance to culminate the year-long process to amend the Master Plan will occur on February 8th.

Both regular meetings will be held off-site from the City Council chamber at the Orleans Parish School main offices, at 3520 General DeGaulle Dr., and are schedule to begin at 10:00 AM.

Master Plan Amendment Process - Overview

The City Council is currently making final review of proposed amendments to the Master Plan (also known as the Plan for the 21st Century: New Orleans 2030) and encourages the public to be aware of the following timeline:

July 10, 2017 - Meeting of the Committee of the Whole to host a public hearing on the proposed amendments. The Committee received public comment.

July 27, 2017 - Regular Council meeting where the Council adopted certain changes to the Master Plan while sending back others to the City Planning Commission for further consideration and public input.

October 2017 - The CPC had 60 days to further consider any amendments included in the Motion and submit new/final recommendations to the Council.

February 2018 - The Council had 45 days to consider the final CPC recommendations before voting on the final batch of Master Plan amendments. Any amendments not included in this final ordinance will not be incorporated into the Master Plan.

Master Plan Amendment Process - FAQs

Will the Council receive written comments in advance of the January 25th meeting?

Yes. Written comments may be mailed directly to Councilmembers or submitted online via the form below. Please be sure to include specific details about the changes you are commenting on, such as page numbers (so Councilmembers can find the content you are referring to).

How are public comments (written or verbal) considered?

Councilmembers will review all submitted comments, and may choose to research or take action on information included in comments.

What is the deadline for submitting a written comment?

There is no deadline; public comments may be submitted at any time. Any public comments received before the Ordinance voted on at the February 8th may be considered by individual Councilmembers before voting on the final batch of Master Plan amendments.

What action is the Council taking on January 25th?

None. The Regular Council Meeting on January 25 is only for the purpose of receiving public comments on the proposed ordinance.

How many speakers will be allowed?

The number of speakers at the January 25 Regular Council Meeting will depend on the number of people who submit speaker cards and the discretion of the President of the City Council with consent of the body.

Is there a time limit for speakers?

Yes. There will be equitable time limits determined by the President of the City Council. Depending on the number of speaker cards submitted, there will be approximately 2-3 minutes per speaker.

What action is the Council taking on February 8th?

The Council will be voting to adopt final amendments to the Master Plan per the process outlined in the Home Rule Charter, Section 5-404(4).
